1. Lord Young is calling on the Prime Minister on Friday
27 September to discuss Hong Kong and China. As requested, I submit
a self-explanatory draft Private Secretary letter providing briefing
for the call. This incorporates advice from Sir R McLaren and the
Governor. Lord Young is also to call on Sir J Coles on
27 September.
