While we entirely agree with you that it would be difficult for Ministers to adopt a pro C & W stance on the issue of telecoms liberalisation in Hong Kong, we feel that the issue is sufficiently important in terms of UK/Hong Kong trade and investment to draw it to the attention of Ministers. I attach a suggested re-draft of our original submission and would be grateful for your further comments.
