Licence fees, royalty and penalties etc.

The Licensee will be required to pay annually a licence fee
well as a royalty and/or a spectrum utilisation fee
subject to such adjustment (s) as referred to in
paragraph 16.
The BA shall have the right to impose
financial penalties for breaches of the legislation or
licence conditions. The Licensee will have to lodge with
the Government a performance bond which could be forfeited
if he fails to provide the service for which the Licence is
granted. If the Administration is satisfied that the right
to exclusivity for a limited period is also absolutely
necessary in order to protect the economic viability of the
Licensee, this right will have to be prescribed by law and
probably by means of legislation.
Mandatory access and obligation to provide service
Consideration will be given to empowering the Licensee and
property owners to access residential buildings by new
legislation. The Licensee will also be required to make
services to all domestic premises passed by
its delivery system on application and subject to the
payment of the requisite charge.
