Prime Minister's Visit to Hong Kong: Letter from Lord Young

The Secretary of State saw Mr Stone's submission of 30 August. He did not raise the Cable and Wireless interest privately with the Governor during his visit to Hong Kong because he suspects that the Cable and Wireless interest runs rather in the opposite direction to that of Mr Richard Li and his people (?Hutchvision) who lobbied the Secretary of State fairly recently for a more open approach in Hong Kong to communications, in Mr Li's case television.

The Secretary of State would be grateful for a short draft reply to Lord Young explaining that he did not feel able to raise Cable and Wireless' special interest and, more important, a note pulling together the issues of telecommunications, television etc in terms of the different forces pushing for more openness and more protection.

Secretary of State may well want to write to the Governor and would be grateful if the note could cover a draft.
