Programme Standards
The
Licensee will be subject
to codes of practice for
programme and advertising standards issued by the BA that
are similar to the codes of practice governing off-air TV,
but which take account of the nature of multi-channel
subscription broadcasting. Specific programme types will not be mandated, but left to market forces to determine.
Announcements of Public Interest (API)

limit to be decided by the BA.
Advertising
Advertising will be

but, as in the last cable TV exercise, the amount of
advertising will be restricted so as to limit the impact of
subscription TV on the existing off-air broadcasters who
on advertising for the bulk of their revenues. "Home
channels will be allowed subject to any code of
practice that may be issued by the BA. Advertising time
will not be allowed to exceed 5 minutes in every clock hour
and 5% of total broadcast time. Proposals for less
advertising than this will be preferred. Teloping, which
means the super-imposition on the screen of any material that is not related in subject matter or incidental to the
material being shown at the time, will be allowed subject
to BA's approval.
