YOU WILL APPRECIATE THE DELICACY OF THE SITUATION. IT IS IMPORTANT THAT HONG KONG'S AUTONOMY OVER TELECOMMUNICATIONS POLICY AND FRANCHISES IN GENERAL IS PRESERVED BEFORE AND AFTER 1997.
