Step 3: Fully Liberalise the Non-franchised Services Sector
This proposal involves several elements, as follows:
(a) Local competition to be allowed in non-franchised services, e.g. data and facsimile services, on the basis of competitors owning and operating their own networks.
(b) Local competition to be allowed in non-franchised services on the basis of competitors leasing their transmission capacity from Telco or other local network operators.
(c)
International competition based on leasing private HKTI to be enhanced by restrictions
in value-added services circuit capacity from the removal of current on the scope of services that may be offered and the limitation that services may only be provided to destinations with which Hong Kong has a bilateral arrangement.
(d) Simple resale of international private leased circuits to be allowed for data and facsimile transmission, i.e. competing operators would be allowed to resell capacity on international' private circuits leased from HKTI to third parties for the purpose of basic data and facsimile transmission.
