5.21 This would bring the benefits of liberalisation of local telephony discussed under

Option 2, but would delay their introduction until 1995.

Step 5:

2006: Introduction of additional international carriers.

5.22 This is the earliest possible time that the liberalisation of international services could

be introduced within the context of the existing HKTI licence.

5.23 The option that brings the greatest economic benefit to Hong Kong is clearly Option 2. The different between Options 2 and 3 is HK$16bn, and we find the arguments in favour of Option 2 to be sustainable and convincing.
