5.18 An important element of future telecommunication policy should be to ensure that Hong Kong is an attractive site for multinational companies. It is not possible within the terms of the franchise for these companies to switch voice traffic between their various international locations, but it should be possible for them to establish their own point-to-point private wire links (7). Item (L) to the First Schedule of the Telecommu- nications Ordinance allows the Governor-in-Council to permit the granting of external private circuits between fixed points to and from Hong Kong, and we believe this provision could be leveraged to encourage the businesses to hub their telecommuni- cation centre in Hong Kong (ss Exhibit 16).
