Background

Mr Keith Vaz MP visited Abu Dhabi and Dubai both on his way to (20-22 August) and from (25 August) Hong Kong in his capacity as Coordinator of the Parliamentary Group on BCCI. [Abu Dhabi telegrams 415 and 422]. In a letter to · The Times published on 29 August, he said the visit was for goodwill purposes designed to assess the commitment of the various parties to the assessment and restructuring process. Mr Vaz is anxious that the High Court's 4-month adjournment of the liquidation hearing (to 2 December) be used constructively to achieve the best possible deal for BCCI depositors, creditors and staff.
