Please refer to Mr Soper's (ERD) undated minute on this subject. I understand that you have now agreed it would be appropriate for the FCO to make relevant documents available to the Enquiry and for the Enquiry to deal directly with Dependent Territories.

In scouring our files for references to BCCI and related organisations, we clearly now have a large number of papers on BCCHK. Before we decide to make these available to the Enquiry, I should be grateful if you would advise whether, in

I think your opinion, BCC (HK) is a "related organisation." the most authoritative documents we have on this would probably be the report by the Commissioner of Banking to the Governor and I attach a copy.

Paragraphs 2 to 4 appear to be particularly relevant, perhaps with the audited accounts, which are annexed to the report.
