I have been asked by Lord Justice Bingham to write to you and to record that he is most grateful for the public assurances of co-operation from Government Departments which the Prime Minister has given.

The Inquiry is most anxious to obtain all relevant evidence on the matters falling within its terms of reference and I enclose a copy of a statement issued by the Inquiry on 1 August setting out the important procedural steps which the Inquiry proposes to follow. These will not be followed inflexibly, and the procedure may have to be adapted to meet special circumstances, but this is how the Inquiry proposes in general to proceed.

I understand from HM Treasury that your Department has been asked to examine its papers and to prepare a detailed chronology of events from your Department's viewpoint. We do regard such a chronology as a vital part of our information-gathering exercise and would be happy to receive it at the earliest opportunity, perhaps even in a draft or unapproved form. The chronology should include details of places and dates cross-referenced to named individuals and documents. If appropriate, the chronology could include an account in summary form of your Department's involvement with BCCI, and related organisations, and with other UK authorities. Alternatively, you may wish to submit this as a separate document. We anticipate that any formal statement of, evidence from officials will emerge from these crucial documents.

I am sending a copy of this letter to Mr R B Bone (Head of the Economic Relations Department) as I understand that he may well be the most appropriate person to provide a substantive reply to this letter. If I am in error, I should be grateful if you would acknowledge receipt of this letter by letting me know the name, phone and fax number of the officer who will be responsible for the substantive reply.
