BCCI: INQUIRY BY LORD JUSTICE BINGHAM
1. I attach a minute from Mr Bone in ERD which instructs us
to set in hand a search of our files for the years 1988-91
to unearth documents containing "significant and substantive
references to BCCI and related organisations and any
documents which reflect FCO knowledge or awareness of BCCI's
affairs".

The immediate question for us is whether BCC (HK) is a related organisation and if so whether the Hong Kong
Government would agree to our making available their
documents from our files which contain references to
BCC (HK). The inquiry are being advised to make contact direct with Governors in Dependent Territories to put the
same request to them as we have received. But I think we
should forewarn the Governor of this exercise and consult him on whether he would agree to our passing to the inquiry details of Hong Kong Government documents including
telegrams on our files relating to BCC (HK). Grateful for a draft telegram.
3. Given the need to complete this exercise by 30 September
I fear that Mr Furness should in parallel begin trawling our
files for relevant documents and preparing the very brief
summaries of them required by ERD.
