I am writing to you as Secretary to the above Inquiry and have been in touch with Mr Keith Chamberlain, of your legal advisers, who suggested that you were the most appropriate person to whom I should write.

First, I enclose a copy of a letter I have written to Sir David Gillmore which I hope is self-explanatory. Secondly, and of more immediate concern to the Inquiry, Lord Justice Bingham wishes to approach the regulatory and other relevant authorities in Luxembourg, Grand Cayman, Abu Dhabi and Pakistan. He will be extending an invitation to such authorities in those countries to assist the Inquiry with submissions, evidence and documents. have decided that a direct approach will be the most fruitful but are, nevertheless, conscious of the fact that we will be entering an area where HM Government's diplomatic interests are concerned. Accordingly, the purpose of this letter is, first, to let you know that this is how we intend to proceed. And, secondly, we should be grateful for any advice and assistance that you or your colleagues in the relevant Embassies etc concerned may care to offer. Indeed, it occurs to me that you may wish to alert such Embassies etc to the fact that an invitation will be extended and, naturally, the Inquiry would raise no objection at all if it was felt that the good offices of your colleagues there might be used to advantage in presenting the invitations.

I should be grateful if you would give this matter some thought and I am available to discuss it on the telephone either today or tomorrow. I am away from the office thereafter until Tuesday 17 September but please do not hesitate to contact my assistant, Miss Moira Goatley, in my absence.
