I am taking advantage of the good offices of the Foreign and Commonwealth Office, here in London, to write to you and I am grateful for their assistance.

I was appointed by the Chancellor of the Exchequer and the Governor of the Bank of England on 19 July. For your information, I enclose copies of an advertisement placed in the UK national press on 2 August (which includes my terms of reference) together with a copy of a statement issued by the Inquiry on the previous day setting out the important procedural steps which it proposes to follow. The Inquiry is non-statutory and, although set up by the Treasury and the Bank of England, is wholly independent. will note that proceedings will be in private and I draw your attention to paragraph 7 of the statement.

The purpose of this letter is to establish a line of communication between the Inquiry and your organisation. As we are most anxious to obtain all relevant evidence on the matters falling within the Inquiry's terms of reference, I would naturally be very appreciative of any assistance you and your colleagues might feel able to give. I can assure you that, as indicated in the statement of procedure to which I have referred, confidences will be respected wherever possible.

If you and your colleagues reach the conclusion that your organisation is able to assist me in my enquiries, I should be most grateful if contact could be made with the Secretary to the Inquiry, Mr Jackson, at the above address. When replying it would be helpful if you would indicate the areas of enquiry in connection with which your organisation feels able to assist. Perhaps you could also let me have your views on how you would prefer to provide any information to the Inquiry. All this will assist us greatly in responding with a more focused request for information.
