43. At this point, it was decided that there was no option but for me to report the circumstances to the Governor in Council according to the procedure described in paragraph 38 alove. Representations dated 15 July 1991 had been received from BCCHK. These are at Enclosure VIII. My report was presented on Wednesday, 17 July. After considering the report and taking the advice of members of the Executive Council, the Governor in Council directed the Financial Secretary to petition the High Court for the winding up of BCCHк. Later that day, the High Court appointed the official Receiver to be provisional liquidator.
