I received a telephone call from Mr Broadbent this morning (who is on leave). He asked me to forward to you the following message:-

Your minute about Hong Kong/BCCI. I asked Mr Lane (who is now also on leave) to prepare the attached piece and I am broadly content with it. You may wish to use it, but I would be a bit hesitant about making any sweeping judgement on this subject without going into any greater depth which I cannot do at the moment but, I am broadly content with this piece.
