to General Scrowcroft on 5 August.

On 8 August the Deputy Governor of the Bank of England who flew to Washington at short notice to deal with this issue, reached agreement with House Banking Committee Staff on the release of certain documents. The Agreement reached is
recorded in tèlno 2041 from Washington.
4. The problem has, only been contained for the time being. However, it is possible that there will be further Congressional/Senatorial enquiries, which could attract more
publicity and subpoenas. The Bank of England have told the Fed that no more papers can be handed over but if more papers come to light which the Bank of England would like the Fed to see,
their officials will be invited to come to London. If it
becomes clear that there are further papers which Fed officials would need to see on a regular basis, arrangements will be made
for them to be held by the Embassy in Washington.
4.
I attach a copy of the briefing provided on this for the
Prime Minister's visit to the United States, 27-30 August.
