GATT/"FORTRESS EUROPE
The Prime Minister could say:
We are well aware of the danger posed to the world trading system of an inward looking Europe. We must all avoid protectionism and work to break down barriers to free trade.
- A successful GATT Uruguay Round is vital.
Negotiations must intensify following your renewal of the Administration's fast track authority [which forces Congress to vote yes or no to proposed trade agreements, without amendments, within 60 days of the agreement being finalised].
The EC is determined to conclude the Uruguay Round this year. The Luxembourg Summit last weekend
reaffirmed this.
