As proposed in Mr Gass's letter of 21 June, and agreed

by Mr Wall (his letter of 22 June) I submit a draft letter to No 10 containing the text of the inspired written PQ and a proposed reply by the Prime Minister. The text has been cleared with Hong Kong and Washington.

2.

Washington has recommended that the inspired PQ be

tabled this week to enable the Prime Minister's reply to be

circulated to key Congressmen before the floor debates, the

first of which is expected to start on 10 July.
