Kamm's idea with the Luo Haixing case is to persuade the family, or Luo himself, to petition the Supreme Court.
Guangdong officials have apparently quietly encouraged this. Kamm hopes to see Jiang Zemin and Yang Shangkun in Peking.
will not explicitly link the Luo case to MFN but wants to have
them know in advance what he is trying to achieve on it. He
asked if I knew whether Luo had submitted a petition to the
Supreme Court. I said I did not, but suggested he contact Jane
McCartney of Reuters (without mentioning us) who has been active in helping the Luo family.
