the Russian and our press knew that no cheque would be under the plate for Gorbachev. Instead we and the US were helping the Russians with technical assistance. Senator Wyche Fowler thought it important that the Western response to the Soviet Union should be coordinated and not allow the Soviets to play off one Western group against the other. The Secretary of State agreed but referred to the German package designed to get the quarter of a million Soviet troops out of Germany.

11. Congressman Houghton asked if there were any problems with the relationship between the US and UK. The Secretary of State spoke warmly of the consultation and coordination between the UK and US, both in the Gulf Conflict and in the aftermath. There were always some problems, but the ways of working together were in good order, so that we could see "potholes" in advance.
