This leaves the Senate with a clear choice: we can make a hollow show of outrage by withdrawing MFN or we can support a positive, constructive policy that encourages reform in China.

I, for one, am far more interested in making a difference for Chinese students and peasants than I am in making outraged speeches,

We should impose carefully targeted sanctions on China to address our concerns. But we should also extend MFN without conditions so that we can continue to engage China.
