Extract from letter from PS No 10 to PS dated 16 March 1991

CHINA

The President asked about relations with China. The

Prime Minister said that the Foreign Secretary would be visiting there very soon. The Chinese were still causing

difficulties over Hong Kong, for instance over the new airport. The President said that Congress was taking

another shot at repealing MFN for China. The Prime Minister said that this would do grave damage to Hong Kong. The President said that the Hong Kong argument was a good one to use with Congress. It could be helpful if Hong Kong were to send a Chamber of Commerce delegation to talk to members of

Congress. The Prime Minister said we would see what we

could arrange.
