be taken with the Chinese on MFN.

Recommendation

I recommend that the line set out in your minute of
8 May should be used. Peking and Hong Kong agree.
Background and Argument
3. My submission of 7 May is attached. We have consulted Peking and Hong Kong about the line to take with the
ach Chinese. Both agree that the approvat suggested by the Secretary of State is the right one.
4.
This is the line which Mr Burns will take with the Chinese Chargé early next week and which our Embassy in Peking will take with the MFA. Mr Burns will have a further opportunity to get this message across when he is in Peking from the airport talks. We envisage that he will call on
