CHINA: MESSAGE TO THE ITALIAN FOREIGN MINISTER

The Secretary of State wishes to send a message to

Mr De Michelis before his visit to China (18-21 May).

1.

I submit a draft telegram to Washington seeking the

Secretary of State's agreement to the text. FED agree.

2.

3. The message, once approved, can be passed on by our

Embassy in Rome on 16 or 17 May (or if absolutely necessary by the Embassy in Peking after Mr De Michelis' arrival

there).
