Canada in particular has a close interest in Hong Kong's continuing prosperity, especially given the Vancouver connection. A high-level message is probably needed;

Japan could again be approached; in his talks with Mr Nakayama in Peking and Mr Nakao (MITI) last week the Secretary of State has kept them closely informed on Hong Kong, but did not cover MFN. A message to one (or both) of them could pay dividends.
Italy is less involved; but if we are sending a message to Mr de Michelis before his visit to Peking, we should include the MFN point;
Others: Australia and possibly Singapore could also be approached for help; there may be others.
IV Ringfencing Hong Kong
10. In case, despite all our endeavours, it turns out that Congress is determined (and able) to curtail MFN this year, we need to consider whether Hong Kong can in any way be shielded from the worst effects. We are urgently reviewing with Hong Kong and the MFN experts in the FCO and DTI how any ringfence might be designed. We need to know which products, sectors or types of exports could be excluded in order best to protect Hong Kong interests. This will be a tricky exercise, with no guarantee of success, but we need to undertake it.
