The Australians were trying to set up the first meeting of the informal working group on trade liberalisation which had been agreed at the last senior officials' meeting in March. They were aiming for a meeting in Cairns in the first week in July. All APEC members except the Philippines and Brunei were likely to attend.

The Australians had recently held a seminar to promote trade between APEC countries in Sydney. They had been "flabbergasted" by the response from Australian business. 15 of Australia's top enterprises had been represented at Chief Executive level.
