ASIA PACIFIC ECONOMIC COOPERATION (APEC)

Thank you for your letter of 25 October (not 'to all) and the attached copy of your minute. Your concern to be kept informed of APEC developments is very understandable, not least because it was an Australian initiative that got APEC started in the first place. You will by now have seen FCO telno 416 to Seoul of 8 November which was a reminder to posts of the possible interest of others in reports on APEC.

2. In fact, with the (important) exception of the "three Chinas" question which is dealt with below, I doubt whether you have missed very much. As you know, the UK itself is not an APEC member and references to it in reports from posts tend to be made in the context of more general regional economic reports or round-ups. While this may not always be the most convenient form of reporting from a filing point of view, my telegram was certainly not intended to be a request for any general increase in the frequency or depth of reporting on APEC developments from posts. What we receive now looks to be, broadly speaking, about right.

3. I am concerned, however, that you have not been copied in, as you might have been, on the "three Chinas" question. This has been partly because of problems with the internal telegraphic distribution system here. Hopefully, that has now been put right but I am conscious that, for a variety of reasons, we did not take action on this a little sooner.

4. I am enclosing, for your information, copies of the more important reports. Please do not hesitate to let me know if, in the future, you feel you are still not receiving what you need.
