The Secretary of State has seen Hong Kong telno 2388. response to his third paragraph, in which the Governor recalls his understanding that the FCO would be looking for alternative funds through savings of defence expenditure in other dependent territories and in Belize, the Secretary of State notes that the Governor will need to be told that it has not been possible to make progress on this basis.
