Problen
1. We have argued that a white ensign vessel should be provided as
a long term replacement for ENDURANCE and that MOD should pay for it
and run it. The Defence Secretary has said that he is content to
seek to charter POLAR CIRCLE as a replacement for Endurance for one
season, and seek an option for purchase of the vessel, but that he
has no funds to purchase a replacement. The Chief Secretary to the × Teasury has stated that if there is to be a replacement, he will
want interested departments, collectively, to meet the total costs.
The Secretary of State for Education and Science has argued that the
case for the funding of a longer term naval presence stands full
square on the "defence and diplomatic visibility requirements".
