Action with the MOD now that the Governor of Hong Kong has reconfirmed there is no way of Hong Kong providing additional funds for the RN patrol craft.

Recommendation

2. I recommend that the Private Secretary should write to PS/Defence Secretary setting out the position and making clear that we see this as a charge which properly falls to the MOD. I submit a draft.
