In the circumstances I would be grateful if you would consider granting more favourable treatment to LEP and (if possible) to LEC in the second tranche of passports to be issued close to 1997. I realise that this would require changes to the Order-in-Council establishing the Scheme and that any increased allocation would probably be at the expense of others in Hong Kong. But the numbers concerned are relatively small and I believe we need to take this step to avoid possible adverse operational consequences for the garrison, quite apart from our obligation as good employers to staff who have over the years served us with exemplary loyalty.
