The Private Secretary's minute of 28 October raises the question of whether our draft letter to MOD is too late, as the 1992 PES round is virtually over. I do not think that we have missed the boat, though we may have missed a trick in the Whitehall jungle. I submit a revised draft letter from the Private Secretary to the Private Secretary of the Defence Secretary, which avoids the misleading implication in the original draft that this FCO/HKG advice was necessary

before the MOD could make its PES bid. The correspondence

is likely to continue.
