ENDURANCE performs important hydrographic surveys and her helicopters play an essential part in BAS science, enabling work to be done in places which could not otherwise be reached.

Although the Antarctic Treaty has "frozen" sovereignty claims and outlaws the use of force, the sovereignty question lies just below the surface (e.g. Chilean and Argentine "colonies" with maternity wards and schools). The agreement on a mining moratorium in Antarctica does not diminish our interest in the territory and its resources.

Argentine and Chilean activity in Antarctica is increasing. If we withdrew ENDURANCE, or failed to replace her, both countries will undoubtedly read this as a significant diminution of our interest in the BAT. Because of the high political profile of ENDURANCE in the UK the message will be clear just as it was in June 1981 to the Argentines.

6. To be effective, a White Ensign presence in Antarctica needs a purpose built ship. Thin skinned frigates or equivalents will not do. There is a vessel "off the shelf" which could replace ENDURANCE now, at a cost of £25m plus modifications and helicopter. These combined costs would be far less than the £70m quoted by the MOD for a replacement.
