I have just seen a copy of Mr Goulden's minute of 10 July on Mr Smith's submission of the same date.

So far, MOD officials have shown no disposition to enter into any dialogue on this issue. Indeed, we should not be having it were it not for the Secretary of State's insistence. Given the uncompromising approach adopted by the MOD so far, I see no tactical advantage at this stage in indicating that we might be prepared to make further concessions. On the contrary, I think that unless we hold firm, we shall come out much worse off. In the dialogue to date on HMS ENDURANCE, the MOD's attitude is that we are a soft target and that we shall cave in very shortly.
