OUT OF AREA DEFENCE COMMITMENTS

1.

I submit a redraft of the minute to the Defence

Secretary which reflects the conclusions of a meeting

chaired by the PUS this morning.

2.

The purpose of the redraft is:

to avoid giving the impression that the FCO sees

all of our out of area defence activities as immune to the budgetary pressures which underlie "options for change

to indicate that we are open to ideas for slimming

down some of our deployments out of area (for example

Gibraltar, Cyprus, Hong Kong and the Falklands);
