Future RN Presence in Hong Kong
The Secretary of State has seen the Defence Secretary's minute of 15 July. He believes that if the Defence Secretary cannot defer a decision beyond 23 July the disagreement between the Foreign and Defence Secretaries should be put to the Prime Minsiter, whose forthcoming visit to Hong Kong makes such an approach (just) worthwhile.
I should be grateful for a very early draft minute from the Secretary of State to the Prime Minister, copied to the Defence Secretary, Chief Secretary and Cabinet Secretary.
