Should we attach significance to "this year's" PES round? Ie next year the FCO might be tapped?

Is there any relevance to the fact that even though the MOD say there is no military case, the Treasury paid up?

Did they specifically recognise the additional commitment? Did the Treasury agree it was not an appropriate charge to the Defence budget?
