The British and Chinese Governments hold regular Joint Liaison Group meetings to consult on the implementation of JD and to ensure a smooth transition. The Garrison must withdraw by 1 Jul 97. The plan (CDS13/89) envisages phased withdrawal linked to expansion of Police force, which will assume some tasks of the garrison.

The Garrison's role is to demonstrate UK sovereignty over Hong Kong and to provide Internal Security (15) and anti-illegal immigrant (II) support for the HKG until the Hong Kong police assumes the latter 2 tasks; thereafter the Garrison will act in support of the civil power as required.
6. Garrison battalions must maintain the capability for both limited war and IS operations as established units of the British Army.
