Military Aid to the Civil Ministries.

In the event

of a natural disaster the residual Garrison will not be able to stand aside. It will be expected to assist with what is available, and should retain a minimal Sapper capability to give limited assistance.

It is

(3) Military Aid to the Civil Community (MACC). anticipated that as the date of departure approaches, so PR projects will diminish. It is not expected therefore that there will be a requirement for specialist assistance in

this field.

e. Ceremonial. There will almost certainly be some form ceremony to mark the transfer of sovereignty. The size and style of the ceremony will be decided at a later date.

If there is

to be any military involvement, it will probably be the minimum necessary, and of company rather than battalion size.

Structure and Posture

7. Two important factors will dictate the structure and posture of

the residual garrison:

a.

Self Sufficiency. If the Garrison is to carry out its role and tasks and be prepared for the unexpected, it will need to be self sufficient in terms of manpower and expertise. It must have the ability to sustain itself and work without the support of LEP, LEC or dependants. It must also be able (should a worst case scenario develop) to be logistically self contained for a short period.
