arrangements that will have been imposed as a result of the introduction of NMS, and the lack of intimate and integral support

from Civil Secretariat Hong Kong and 6 Army Cost Accounting Team, an

EO will be required in HQ Brunei Garrison. This post would additionally assist HQ Brunei Garrison with contracts and civilian management. Area claims will be controlled by MOD UK.

37. Quartering. The changes to establishment and the possible changes to tour lengths in certain cases will mean that the number of married quarters will have to be re-assessed by J4 Qtg HQ BFHK. A target date of 1 April 1996 would require building works in 1994/95 and therefore inclusion in estimates in 1993. The future of TTB is

a major consideration and a decision should be made by 1993.

38. SSVC. The supply of material and equipment for BFBS Brunei will have to be provided from the UK. The continued provision of both English and Nepali programmes from the UK and Nepal should not be a

problem.

39. NAAFI. No change to the current level of NAAFI services or facilities is envisaged.

40. SSAFA. SSAFA's role in providing statutory health visitor cover

for British and Gurkha families will continue in Brunei for as long

as the Garrison remains. The present level of one SSAFA health

visitor will not need to increase.

CONCLUSIONS.

With the withdrawal from Hong Kong in June 1997, the UK Garrison

Brunei will require alternative C2 arrangements. Of the options

available (either HQ UKLF or a UKLF formation or District HQ), it is

believed that HQ UKLF would be the most suitable and would provide the

correct level of C2, staff and service support to the Garrison.
