10. Communications. The submission by HQ BFHK requesting that the HF secure telegraph link between Hong Kong and HQ UK Garrison Brunei be carried by SKYNET military satellite and re-anchored away from Hong Kong to the UK in 1994 has been approved in principle. This revised arrangement will provide both for secure telegraph and secure voice, and anticipates the final withdrawal of British Forces from Hong Kong. It will meet the requirements for C2 for Brunei, either from Hong Kong or the UK, for the foreseeable future.

12.
Directives.
The current directive to Commander Brunei Garrison
(8), issued by CBF Hong Kong, will require revision. The Directive to CBF Hong Kong (4) and that to Commander 48 Gurkha Infantry Brigade
will also need amending to reflect the change in command.
Garrison Composition.
13. It has already been stated that it is assumed that the overall composition of the Garrison will not change since the agreement with the Sultan specifies a Gurkha, rather than a UK battalion; although minor establishment changes will be required in order to achieve an
