Command and Control.
7. With the demise of HQ BFHK in June 1997 the UK Garrison will
require alternative arrangements for its command and control. In
order to ensure a successful transition of command for the Garrison,
a headquarters needs to be identified which can assume this
responsibility. The HQ assuming the task should have full command of
the garrison and be both suitably located and established to undertake
the commitment.
8. Options for Command.
As there will be no other HQs in the Far
East, there are only 3 viable options for the command of the Brunei
Garrison. These are:
a. HO British Forces Cyprus. Command could be delegated to HQ
BF Cyprus. This would provide a correct level of command for the
Brunei Garrison, and give Cyprus command of the battalion which
may be used to relieve the unaccompanied roulement regiment thus allowing it to return to BAOR in TTW. This assumes that JTP 167
remains applicable post 1997. This option would also retain
Brunei within DCDS (S) 's Higher Level Budget area.
administrative and logistic arrangements would however, be overly
complicated. This option is not considered further.
b.
The
HO UKLE. HQUKLF is the formation headquarters to which full
command of the "all Army" garrison would logically fall. This
would place Brunei on a par with Belize, although its forces
would be permanently assigned rather than deployed as with the
