they have not agreed to the plan and usage and state that they have other purposes for it. This would make sites impossible to sell and render the reclamation worthless.
8. We now need to await Hong Kong's response to the MOD's proposals. Hong Kong will be setting out in some detail the various options which have been considered and why they are not feasible. Thereafter we can expect the Secretary for Defence to write to the Secretary of State indicating that the MOD cannot pay for the vessels and that therefore unless
other arrangements are made they will be withdrawn. At
that stage we must decide whether the Secretary of State should go into battle at Cabinet.
