Reduction in Service Attaches.
The Official Comittee for Service Attaches and Advisers (OCSAA) was tasked with reducing the attache corps to achieve substantial reductions by April 1994. COS set a new ceiling of 108 attaches, 78 service and 146 civilian support staff, figures which have been approved by Ministers. Desks at Baghdad, Khartoum, Moscow, Rangoon, Warsaw and Yaounde have already been closed; further nominations for closure and those being considered for cutting are at Annex G. Care and sensitivity must continue to be exercised in the reduction process if we are to avoid impairing long established relationships with some of the countries affected.

UK/US Political - Military Talks: Diego Garcia Sub Group. The meetings of the Diego Garcia sub group continue to be held every 6 months and serve to ensure exchange of information and to maintain US awareness of the sensitivities of British Sovereignty.

UK/Bahrain Defence Talks. The main thrust of the most recent annual talks held in October 1991 was the development of military relations post the Gulf war. Progress was made towards the establishment of a Defence Cooperation Office in Bahrain and on Host Nation Support for air exercises in Bahrain. Outside the meeting the Bahrainis asked UK to make proposals for a high level study team to restructure their forces, and this is being pursued. The talks were particularly friendly and indicated a real interest by the Bahrainis in developing defence relations with UK.

The List, primarily intended to give a broad guide to the relative priority of some 128 00A countries, in the main for the allocation of Defence resources, is now formally reviewed every 6 months. The current edition of the List (revised in November 1991) is at Annex H.

Military assistance the provision of LSP, Foreign and Commonwealth training (FCT) in the UK, short term training teams (STTT) and experts on advisory visits remains an important element of our 00A defence policy. As at June 1991 we had 460 LSP serving in 30 countries OOA and during 1990 and 1991 we formed new teams in Abu Dhabi, Nambia, Antigua and the British Virgin Islands, whilst withdrawing teams from Indonesia, Jordan,
