American Demarche

As agreed I saw Mr Donahue yesterday. I said that when he called earlier I had noted the points in the demarche and made a number of personal comments. He had asked for something more "authoritative". I was now authorised to deliver a formal response. I then made the eight points (attached below).

Mr Donahue seemed not at all surprised. In the

subsequent conversation he sought to imply that the Consulate had been surprised by the stiff instructions from Washington, particularly coming so long after the incident itself.(!) I

managed to introduce the idea that future demarches of this formal kind would probably receive a very similar response from

us.

3.

He warned that we would soon be receiving another

demarche, about comments allegedly made by Lord Caithness on the

Vietnamese problem. I assume this will be the comments re

Albanian refugees about which there has been an exchange of

telegrams. It will be interesting to see what they have to

say.
