We are very angry and concerned that a number of Chinese citizens with Hong Kong visas issued by the diplomatic representatives of your government in order to visit Hong Kong to attend а conference of the Global Chinese Students Union have been rudely denied admission and inhumanely detained at the Kai Tak Airport.
Hong Kong is ruled per international treaty until June 30, 1997 by an administration appointed by and answerable to government, which must then be ultimately responsible for acts of the Hong Kong administration.

We got reports that the following outrages have been committed:
1) Immigration officials looked through the possessions of detainees and took a photocopy of a document listing names of the overseas students due to arrive which was being used to bar them entry.

2) More disturbing still, was that the two Chinese citizens were required to sign a written statement saying they "were willing to leave" the territory and could not make any phone calls while being detained.
This is the kind of tactics routinely used by the authorities in China. It is widely surmised that Chinese government insitigation is behind these shameful acts of the Hong Kong government.
It surely causes wonderment whether the Hong Kong government is still run by civilized gentlemen / ladies with humankind decency, or whether, it is run by a bunch of people similar in mindset to the present rulers of the People's Republic of China.
