Dear Prime Minster Major:

The Federation of Chinese Students and Scholar; in Canada is astonished and frustrated by the British Hong Kong government's recent decision to prevent the entry of our representatives to attend the Second Congress of Global Chinese Student; Union in Hong Kong.

Representatives were not only deported or detained at the Hong Kong International Airport, some were even searched by the immigration officers. As far as we know, all the stulent representatives have valid visa to Hong Kong issued by the British Government, and they were invited by the Federation of Hong Kong Students, a legal organization in Hong Kong. Until now, the British Hong Kong government has not given any reason yet.

Had all these happened in Beijing where there is no governing of law and no respect for basic human rights, we wou d have not been shocked. However, all these unbelievable things happened in Hong Kong which is governed by the democratic goverment of the United Kingdom! It is very disappointing that the Br tish government yielded to the political pressure from Be jing. It is very saddening that the British government sacrificel principles and basic human rights to compromise with Beijing.

Like Chinese student organizations in other countries, the Federation of Chinese Students and Scholars in Canada represents thousands of Chinese students and scholars studying and working in Canada, and its leadership is democratically elected The Federation hereby strongly protests the actions taken by the British Hong Kong government towards our representat ves, and deeply regret that the British Hong Kong government collaborated with the Beijing regime in persecuting PRC ciizens.
