14. provinces, autonomous regions and municipalities attended an anti-narcotic conference in Kunming, which discussed inter-provincial co-operation to counter drug trafficking (China Daily 25 Oct). The conference ended on 26 October, and on the same day a mass rally was held to hear the announcement of death sentences on 35 drug traffickers who were then taken for execution (see also para 91) (China Daily 25 and 28 Oct).

Liu Wen,
Director of the Criminal Investigation Bureau of the Ministry of Public Security and also a senior official of the Narcotics Control Committee, said in Kunming that a recent case had been uncovered of a Guangzhou pharmaceutical plant being tricked by a Hong Kong drug ring into producing amphetamines on the pretext of processing medical products. He also referred to two similar cases in Fujian involving drug dealers from Taiwan (China Daily 26 October.

A quite different emphasis from that of Jiang Zemin's speech (described in para 2 above) was evident in an article (in PD of 23 Oct) by the orthodox ideologist Deng Liqun on the handling of contradictions in a socialist society. criticised "some comrades" who were unwilling to recognise contradictions, especially class contradictions, in socialist society and who merely paid lip-service to dialectics. Deng Liqun went on to say that at present the conflict between socialism and capitalism was expressed in the struggle between the four cardinal principles and bourgeois liberalism, and that this struggle was now more intense than at any time since the PRC was founded. While Deng Liqun acknowledged the need for reform and
opening up, he went on to warn against international and domestic reactionaries who wanted to divert China on to a capitalist path and to turn it into a dependency of the western powers; against attempts to promote "peaceful evolution"; and "right opportunism" in the international communist He added that appropriate policies must be adopted
against movement.
